Yes.
We have revised the entire code and data format for handling rigs, as the old one was a hard to maintain experiment, and it was really messy.
Rather than having too many options we prefer to offer good rig templates to pick from.
We are working on adding a good selection of presets for compatibility with different types of game engines and offline rendering tools.
If you have thoughts on what type of rigs should be included, please let us know and we'll consider it. But I can tell you we are currently adding a rigging compatible with unity, and it already features your desired hand bones and minimal feet bones. So chances are that this will already fulfill most users' needs, without requiring that awkward and terribly clunky "merge bones" user interface.
Not only are we replacing the old rigs, we are putting in place considerably improved rigs, with professional quality weighting and fine tuning, using considerably fewer bones than the old rigs.
There's also a facial rig, which will be very useful in face animation.
Finally: because of this change, it will at last be possible for users to create their own rigs for MH. With the old rigging system this required changing a few 100 lines of code in about 10 files. The new system will allow you to add new rigs using a simple data file format. We will be releasing a blender script that can be used to create rigs.
