Footware design

Friends, Hi I am Parth. I am very new to this software. So I need your help and guidance. I am planning to make a foot model first and then using it would make a footware. What I wish to do is make a standard model and then change it to mimic a model of an individual's foot based on parameters like its length, width and so on. How should I go about? I can also get X-rays or Images of foot, Can that be used to generate a 3D model?
