Adding a bone to MHX in blender

Ok, I'm stupid. I've been trying to add a bone in blender to a MHX figure I imported and then weight paint it so I can cause a mesh deformation. However, I can't figure out how to do it in blender 2.55, although I know I've done it in blender 2.49 long ago.

I select the armature and enter edit mode. Then I select add and make a new bone I call "leftear", and move it to the left ear. Now how do I say which vertexes should be affected and how much when I rotate the bone? If I enter weight paint mode on the mesh, I'm not allowed to select the bone I just made.

I'm about to go to bed, but I thought you just add vertex group to your mesh for "leftear" (making sure spelling is exactly right) and then weight paint the left ear.
