Hello John,
I think Badwolf may be right that trying the portable version of MakeHuman and Blender might be a good test. Blender Portable might still be 2.77a but it will do for test and you could upgrade it later.

They can be installed to the root of your C drive, but I would suggest that if you have a spare USB flash drive or USB external hard drive you might install to one of those to reduce the possibility that permissions are causing your problems. That could just be for a test and give you a chance to see that they do work.

Five files to download then no unzipping or trying to figure out where to put them.

I put together a "Quick Start" guide that in 12 steps takes you from downloading the files to having a character in Blender. The steps vary in length but I tried to illustrate what you would see for each step as long as there are no errors. When you finish one step go to the tab for the next step.

I've tried to follow your advice but my PC will not allow me to download it to a USB flashdrive.

Q. Forgive me for asking the obvious but, did you trying downloading (saving) the files to the hardrive on your PC?

Q. Either way, to PC or to flashdrive, did all the files fail to download or only certain files?

added Q. Do you get an error? If so, what is the error?

I don't have Windows 10 but this prompted me to try on Windows XP and Windows 8.1 and both let me download to a flashdrive. The only thing I can think of is that Windows 10 has some tighter security setting or it is some setting in your antivirus software that prevents the download.

I assume that the copy of MakeHuman you originally downloaded was a zip file, and if you downloaded MHX2 or BlenderTools they were probably zip files also. Perhaps Windows or your antivirus will not let you download executable files.

Q. Have you ever downloaded a program with a .exe extension before successfully?

Be that as it may, you do not have to download the files to the flashdrive, you just need to try installing the programs to the flashdrive.

Try downloading the files to someplace on you PC's harddrive, if you get all five try the Quick Start.

If you can't down any or all let us know.

Q. Does your country block or limit the internet sites you can reach?

added Q. I think you said that on other things you got messages that you needed to be an administrator but you are the adminstrator, the only user. Are you sure that the account you are logging in with really has administrative privleges?

Q. A last question, what are you using to download the files? Firefox? Google Chrome? Windows latest browser, Edge I think? A different browser? A download manger?

If you can't download any of these I have to think it is either settings in your Windows or antivirus or your Windows installation has been corrupted somehow.
