Simplest way to turn our kids' drawings into a game?

Our 3 boys are all drawing characters for a game (cartoon-style wizards and monsters etc) and it'd be awesome to turn them into a real game they can play with each other.

What's the easiest option?

I was thinking some sort of card-based battle game, where the drawings they've drawn remain static (ie, no need to try and animate them), and maybe there's some template I could use, with some basic animation of the deck being shuffled and the cards being dealt etc.

Is there such a thing? Really hoping not to have to reinvent the wheel, and it's not for any kind of wider distribution - just something that lets them see their work, in a game, on their tablets, and hopefully gives them a sense of empowerment and satisfaction.
