Town/City help

So, I plan on making an open-world free-roam game similar to Grand Theft Auto or Saints Row. The map might be a decent size at first, but not big since I'm a solo developer. I was thinking of making it medium-sized, then adding onto it through updates after release. But I want someone's opinion on it. Do you think I should make the whole map before release, or make a medium-sized city and add onto it through updates after release? I really hope this isn't a stupid question. Any opinions or help is very much appreciated 10.0.0.0.1

It's very similar to what I'm working on right now. Here is my opinion on the matter:
  1. A Living city
  2. Game-Demo Godot
Depends on your experience, but I'd suggest starting with "apartment living".

What game engine are you using?
