I have a 3D model of a head which I'd like to have as a MakeHuman target

I also would like to not only have the face shape the same, But also the entire head plus the neck.

This head is known for its common use on internet memes due to its strange look, And I'd like to have him in MH so I can make him rigged pretty easily and edit him to my needs (I also want to make memes :D )

I'm attaching the .zip file with the head in OBJ format.

There's no straight way to do this. Targets are just shape keys. They work for exactly the mesh they were created for. Number of vertices and vertice order have to match. There's no direct way to create a MH target from a completely diferrent mesh. Your only hope is to load the base mesh in MakeTarget and shape the head of the base mash to fit your custom head. You can use shrinkwrap or any other deforming modifier to get this job done. You must not add or delete a single vertice of the base mesh.

Though I didn't take a look at your mesh (and omitting the question about copyright conflicts...), there might be another solution (if the mesh is quads only): take a makehuman model, decapitate it and connect the new head to the model. Then create a proxy. If the mesh should have triangles, you will have to retopo it first.
