In the universe that my characters are in, the laws are a little bit different from our standard laws. For example, students can duke it out at school, provided they have a referee to decide the battle. (The ref can choose to call off the battle if it gets out of hand. For example, if one fighter is down, the ref will step in and call off the battle in the event that the other combatant decides to attack the fallen fighter. Another law in regards to combat is that both combatants must be equally armed, or unarmed. If one is unarmed, the other MUST surrender all weaponry to a neutral party.). In any case, in the case of students being able to be allowed to fight at school, as mentioned, they can ONLY do so if there's a ref nearby to supervise the battle. If two girls are in a heated argument about a boy they like, for instance, they are free to have a battle, as long as there's a ref, and it can be either a student from High School (though, they MUST be neutral), or a teacher.
In extreme cases, such as a bully terrorizing the majority of the student population, if there's a student who can neutralize the bully, they have permission to take on the bully without ANY consequences.
The reason why students are allowed to fight in the universe that I have created, is so that they have a way to let off SOME steam between each other.
