Hi,
Noticed this today.
tab:torso category:torso slider:Scale Horiz
It looks like some of the lower neck vertices need to be excluded from the moving group.

I can't reproduce it.
I've tried with a young character + neck scaling. See the image attached.

Mmmm. I see you are using r5533 from your screenshot.
Here is the effect with the default mesh in r5680, unaltered except for, tab:torso, category:torso slider:scale horiz.
