Stumbled across this video "Blender as a garment design tool" https://www.youtube.com/watch?v=OfdhIvo_ops from the 2016 Blender conference. You heavy Blender users are probably already aware of this but with the talk, here, about Valentina thought this might be an alternative. Don't know how much, if any, of the software might be open source. Gets a bit more technical at about 15 min. At least might be some future Blender addons that would be useful for clothes.

"When a fashion designer creates clothing it usually involves a dress form, a lot of fabric, lots of sketches, cutting, sewing, adjusting, and so on. We're developing a vast array of tools for recreating this process in virtual space using Blender. Some of these tools have surprisingly useful features that artists and animators could take advantage of. " Richard Colburn from Gerber Technology
