It isn't there for a human mesh. The "Automatic Vertex Groups" already exist by default. You can, on the other hand, automatically generate vertex groups based on a selection made in Edit Mode. This makes sense as you usually don't want to fit your clothes to the helpers and body mesh at the same time.
For a mesh tagged as "Clothing" you should see the option "Automatic Vertex Groups".

I have to admit, that I never used this function. General rule of thumb for clothing: Put your seams where a tailor would put them. In this case it's not a problem if they're visible. Real world clothing has visible seams, too.
