Some people clone and modify parts of the body mesh to make pants, shirts etc. I've been quite successful using splines to build skirts and dresses, like this one:

I imagine there are a million and one ways to do it.

This is a great tutorial on using the ShrinkWrap modifier to make form fitting clothing.

I actually prefer this method to duplicating body parts, as I always seem to end up with a less than ideal set of faces to work with, even after decimating.

Anyway, it's pretty easy to follow, and it yields great results.

Shrinkwarp in Blender is really the way to go. Remember, once you hit "apply" the shrinkwrap mesh becomes a real mesh (so to speak) and you can do anything you want with it.

Hallo, I found that it with ShrinkWrap very interesting. But I´m native German speaking so I need a step by step text tutorial to translate it.
Thank you
