Topology, how to make it?

I want to make an anime style topology, but wath are the dimensions, format, skeleton and how i can do this things? (i know how to model)

Alternative topologies are made with the MakeClothes blender script. Basically you import a MH mesh, retopo it on a separate mesh, then fit the retopoed mesh to the MH mesh with MakeClothes.

so, substancially a topography uses the same format of a cloth?

Exactly. An alternative topology is mesh wrapped tightly around the basemesh, like a very tight fitting cloth.
