This is a simple idea on how skirts could be made in MH. If it's not a good idea then this could be a reference on how to make different skirts without any cloth simulation. I know I'm not the best modeler, and I don't know much about codding but I do know a thing or two about skirts
The base:
The red line on the right shows the splines that were used to make this model.There's no cloth simulation, the only thing that needs to be done is to check if the splines aren't too close to the surface of the body. I usually make only one spline and the rest are copies of it.

Length:
The length can be change by simply changing the position of the splines

Wave:
By adding more points to the spline and making it wavy, you can change the way the skirt looks, you could make the waves sharp to make a school uniform type of skirt.

Shape:
By adding more splines, changing their size (radius) and tilde you can have practically any shape.

Cut:
Adding a cut can be done by erasing a bit of a spline. There could be two cut on each side, a cut on the back (eg. when the skirt has a zipper), a cut in the front (for a skirt with buttons), the edges of the cut could be overlapping.
