You should also be able to adjust the height placement of the eyebrows (geometries) independent of the eyebrow (brow ridge) modeling option - but having as a limit as to not place the Brow anywhere BELOW the Brow Ridge. Also - consider the issue of the "eye fold" - an apparently forgotten morph feature. You should be able to adjust the height (vertical extent), curvature, depth (forward prominence / "puffiness"), and horizontal angle of the eye fold:
