Thanks so much. I first created a vertex group where the "garment" was to be applied then used the Tissue addon to do all the work- selected "on selected faces". I used a plane and the tissue addon resized it and made copies on each face, then I applied a shrink wrap modifier to get it above the surface and subdivision modifier to the new garment- the Tissue addon is very powerful and you can do a lot with it!!!! I didn't spend to much time on the hair- I will though. As it stands now it is a "quick fiur" added to the standard MH pony tail hair mesh.
I really love all the new stuff in Blender 2.79
