Tag requests

I've implemented an early version of a tag request system. You can request that an item get a tag at:

http://www.makehumancommunity.org/tagrequests.html

If/when this seems stable enough, I'll make links from the assets pages here.

I've also a) renamed "high quality" to "community favorite" and b) implemented a filter function on the clothes page so you can filter by tag (I'll get to implementing the same filter on the other pages eventually).
