It really works (good enough for me)...

I have added three volumes that are calculated as soft bodies, one for the belly and two for both breasts. The belly and breasts are still animateable to simulate gravity.

The soft body-simulation is not as easy as it can be, you have to play with mass and damping for the goal to get a almost realistic wiggling, when damping is to low the wiggling can get out of bounds for unknown reasons.

So my little exreriment was helpful. Great.

Looking at your file I realized that your breast cages are quite detailed. This can lead to trouble. You want the breast volume to move. You don't want wrinkles. Even more problematic: The nipple area is very high poly. Do you really want this area getting deformed or do want it to move? One rule of thumb, which is even documented: Have an even distribution on a mesh which is intended for cloth- or softbody animation. Every face of the mesh should cover the same area.
