The secret is *not* using a curve, although Blender tutorials say that you can. Object rotation properties go out of wack, even after being converted to a mesh. I'm sure there is a very technical solution, but the easiest way is to simply start with a cube, and delete the faces that you don't wont, then extrude the ones you do. After that the circle object can be duplicated internally, and rotated to get rid of bald patches.
This version is a simple 'hair-up', or what a hair stylist would start with. We 3d people have the advantage that we can grow hair on demand, as well as cut it.
All told:
no intersecting meshes; wig template molded to the scalp; fine hair texture on each of 112 strands (no too many, not too few).
Took 20 minutes from start to finish in Blender.
